Ciaran is a seasoned investigator and senior decision-maker with over 12 years of experience in Fitness to Practise. He has conducted and overseen numerous complex, high-profile cases and presented hearings for regulators with unwavering objectivity and impartiality. Recognised by senior leadership and opposing counsel alike, Ciaran is praised for his empathetic approach and ability to swiftly identify and build upon common ground.
Since transitioning to consultancy in 2019, Ciaran has advised a diverse range of clients, including a university in Rome on patient safety legislation and G7 regulatory frameworks, and an international insurance claims management company specialising in war hazard investigations under the US Defence Base Act, where he oversaw European operations and investigations.
Ciaran’s work demands evidence-based, unbiased decision-making on ethically complex matters, skills he brings to various investigatory, ethical, and disciplinary committees across the UK and EU. He currently serves as Chair of an Advisory Appointments Committee for a large NHS Trust, Deputy Chair of the Preliminary Proceedings Committee at CORU (Ireland), and Lay Member of the Investigating Committee for CIMA.
In addition, Ciaran contributes to the Public Protection Committee at the British Association for Counselling and Psychotherapy and the Ethics Committee at the Association for Cognitive Analytic Therapy. Across these roles, he leverages his expertise in dispute resolution, effective mediation, and acting in the public interest to address challenging and intricate issues with precision and care.
